  • Commission reports Sheriff has depleted funds in Overtime Line Item

    At its monthly meeting held, Monday, December 10, 2019, the Greene County Commission took action to zero out the Overtime Line Item in the Greene County Sheriff’s budget after transferring $9,388.95 to that line item from the Sheriff’s Fuel Line Item. According to the CFO Paula Bird’s report, the Sheriff had already spent above the budgeted funds for overtime pay for employees in his department. Bird reported that she was directed by the Commission Chairperson, Allen Turner, Jr. to make this budget adjustment for the commission’s review and action at this meeting.
    In the budget amendment, the commission also approved transferring $478.20 to the jail’s budget.
    During the meeting the commissioners were presented a document from Sheriff Jonathan Benison, however, the contents were not discussed in the open meeting. When Commissioners Smith and Brown raised questions about the document, Chairman Turner stated that it would be discussed in executive session.
    According to the CFO Bird, the county’s bank totals as of Nov. 18, 2019 were as follows: Citizen Trust Bank – $2,833,696.38; Merchants & Farmers Bank – $1,787,300.29; CD Bond Sinking fund (Investment) – $1.053,312.97; Bank of New York – $616,750.79.
    Following an executive session, the commission approved the community liaison appointments presented by Commission Chair Allen Turner, Jr.: Commissioner Brown – Industry and Local and State Agencies; Commissioner Cockrell – Public Works and Housing Authority; Commissioner Smith – Education and Hospital, Health Service and Library; Commissioner Summerville – Personnel, Park and Recreation and EMS; Commissioner Turner – Finance, Department Heads and Extension Services.
    In other business, the commission took action on the following:
    Approved revision of 2019 Holiday schedule – employees will have Dec. 25, 26, 27 off. Dec. 24 will be a work day.
    Approved re-advertising the Coroner’s Bill.
    Approved the easement agreement with Marvin Smith and Greene County Commission.
    Approved annual bids, including the following: Treated Timber; CMP; Polyethylene Pipe; Aggregates; Liquid Asphalt; Petroleum Products.
    Approved allowing Highway Department to assist Greene County Water Authority with earthwork for new building, providing Highway Department is reimbursed.
    Approved travel for Engineering Department and Highway Department personnel.
    In reference to Agenda Item 12 – Consider budgetary issues with salaries and overtime – the commission approved a motion to recess the meeting until Monday, December, 16, 2019 at 6:30 pm.

  • County Commission holds annual reorganization: Turner and Summerville at the helm

    The Greene County Commission held its annual reorganizational meeting, Monday, November 12, 2019 and selected Commissioner Allen Turner, Jr. as Chairperson and Commissioner Roshanda Summerville as Vice-Chairperson. Commissioner Lester Brown nominated Commissioner Tennyson Smith for the position of Chair, followed by the nomination of Commissioner Allen Turner, Jr. by Commissioner Corey Cockrell. The vote was three to two, with Commissioners Turner, Summerville and Cockrell supporting Turner and Commissioners Brown and Smith supporting Smith.
    Commissioner Corey Cockrell nominated Commissioner Roshanda Summerville for the position of Vice-Chair. There were no other nominations and the vote for Summerville was unanimous.
    The commission’s reorganization process, conducted by Attorney Hank Sanders, was turned over to Turner immediately following the elections. Turner requested that the Chairman’s appointments to committees be tabled; the body approved the same. The commission agreed to maintain the same monthly meeting time of second Monday of the month at 6:00 p.m. Regarding the designation of bank depositories, the commission agreed by resolution to retain the same: Citizen Trust Bank, Merchants & Farmers Bank and the Bank of New York.
    The signatures for checks and the commission’s safety deposit box usually include four authorized individuals (of which two are needed for transactions) and the following three were agreed upon: Chairperson, Allen Turner, Jr.; Vice-Chairperson, Roshanda Summerville; CFO Paula Bird, and the fourth to be determined later.
    Commissioners Lester Brown and Tennyson Smith declined from consideration as check signers.
    The Commission also approved following the rules and procedures of the Association of County Commissions of Alabama (ACCA).
    The CFO’s financial report and proposal for payment of claims were approved by the body. CFO Bird also noted that the commission has not received the funds for the contingency component of the sheriff’s budget. Although approximately 51% of the County Commission’s general fund budget is allocated to the sheriff’s budget, this is not sufficient to support all the personnel retained by the sheriff, without the contingency bingo funds provided by the sheriff’s office. According to Bird, to date, these supplemental bingo funds have not been provided to the commission. She stated that the commission is approximately $25,000 short in making the next payroll that would include all of the sheriff’s employees.
    Attorney Sanders advised that the commission pay the personnel who have worked and then take immediate action to reduce that work force.
    Based on the CFO’s information, the commission agreed to recess the meeting until Monday, November 18, 2019, at 6:30 p.m. Prior to that meeting, Chairman Turner will arrange a meeting with Sheriff Jonathan Benison to discuss the budgetary issues.

  • County Commission approves budget for 2019-2020, with contingency; adopts resolution supporting Streetscape Project

    The Greene County Commission met in a called session on Wednesday, September 25, 2019 to consider action on the county’s budget for fiscal year 2019-2020, as well as action on the Streetscape Project, a collaborative with the City of Eutaw and the Greene County Industrial Development Authority.
    The commission approved the proposed budget with a contingency. The basic General Fund portion of the budget totals expenses in the amount of $2,695,758.78 and revenue in the amount of $2,472,190.96. The General Fund budget will be balanced with resources from carry-overs from previous year/s. Approximately $223,567.82 will be taken from the fund balance, added to revenue to balance the budget.
    Sheriff Jonathan Benison originally requested $2,062,875.20. The county’s expected resources in the general fund would only support $1,251,489.53 for the sheriff and jail, unless the sheriff provided the additional resources, which totaled $811,385.67.
    The county’s CFO, Paula Bird, explained that the contingency budget approved does total an additional $811,385.67 in revenue and expenditure for the Sheriff’s Department and the jail, however, the contingency resources must be provided by the Sheriff’s bingo income and will be allocated toward his department’s budget expenditures.
    The Commissioners approving the General Fund budget with the contingency budget included Tennyson Smith, Lester Brown and Allen Turner, Jr. Commissioners Corey Cockrell and Roshanda Summerville voted against the same.
    CFO Bird stated that the contingency fund will be considered in the financial report as other sources and uses. She explained that the sheriff will be billed on a monthly basis for a portion of the contingency fund based on the percent of year completed.

    The county’s General Fund Departmental Budget for expenditures, without the contingency component, is itemized as follows: Commission – $488,448.50; Court – $15,670; Youth Services – $1,800; Probate Judge – $254,845.36; Revenue Commissioner – $203,282.14; Election – $86,468.25; Board of Registrars – $65,964; Maintenance – $193,143.40; Sheriff – $686,324.83; Jail – $565,164.70; EMA/Homeland Security – $48,943.10; Coroner – $31,384.50; E911 – $30,000; Library – $20,320; Agency BOE – $4,000.
    The county’s total expected revenue for the fiscal year is $7,583,539.39. The revenue sources include the General Fund – $2,472,190.96; Gasoline Fund – $2,699,817; Road & Bridge – $650,000; Highway & Traffic -$36,300; Capitol Improvement – $195,000; RRR Gas Tax – $882,830; Appraisal – $283,661.43; Solid Waste – $343,500; Sr. Citizen Fund – $15,960; Indigent Fund – $3,200; Motor Vehicle Training – $360; Motor Vehicle Tech – $720; The approved contingency fund is not included in this figure.
    CFO Bird stated that the Commission allocates approximately 51% of the county’s general fund revenue to the Sheriff Department and the jail. “This is a practice, a tradition only, which occurs in most comparable counties in Alabama,” she noted. “In the past, the Commission has worked with me to come up with an operating budget that allows the county to have a surplus fund balance,” Bird said.

    Streetscape Project

    The County Commission approved a resolution supporting the Streetscape Project in conjunction with the City of Eutaw and the Greene County Industrial Development Authority, committing $70,000 to the project, which is in addition to the $10,000 previously paid by the county for engineering services on a related project. The Streetscape Project, provided with federal funds from the Transportation Alternatives Program (TAP), administrated through the State of Alabama, will address the outer sidewalks around the Courthouse Square and street light in Eutaw. The estimated federal funds for the project are $640,000; estimated city funds, including the collaborative partners, are $160,000, with basic project cost at $800,000, which does not include engineering costs. The three collaborating agencies are paying the engineering costs as part of the local matching requirement. According to the contractual agreement with the state, this is also a cost reimbursement program and no federal funds will be provided to the city prior to accomplishment of the work for which it is requested.

  • Greene County’s four operating bingo facilities contribute $359,960 to local entities for month of August

    The Greene County Sheriff’s Department reported a total distribution of $357,960 for the month of August 2019 from four licensed bingo gaming operations in the county. The bingo distributions for August are contributed by Greenetrack, Inc., Frontier, River’s Edge and Palace. Green Bingo is still not in operation.
    The recipients of the monthly distributions from bingo gaming designated by Sheriff Benison in his Bingo Rules and Regulations include the Greene County Commission, the Greene County Sheriff’s Department, the cities of Eutaw, Forkland, Union, Boligee, the Greene County Board of Education and the Greene County Hospital (Health System).
    Greenetrack, Inc. gave a total of $67,500 to the following: Greene County Commission, $24,000; Greene County Sheriff’s Department, $9,000; City of Eutaw, $4,500; and the Towns of Forkland, Union and Boligee each, $3,000; Greene County Board of Education, $13,500, the Greene County Health System, $7,500.
    Frontier (Dream, Inc.) gave a total of $67,500 to the following: Greene County Commission, $24,000; Greene County Sheriff’s Department, $9,000; City of Eutaw, $4,500; and the Towns of Forkland, Union and Boligee each, $3,000; Greene County Board of Education, $13,500, Greene County Health System, $7,500.

    In yesterday’s Democratic primary elections, Sheriff Jonathan “Joe” Benison was re-elected to his third four-year term. Benison received 2013 votes (60%) to 681 for Jimmie Benison, 381 for Lorenzo French, and 282 for Beverly Spencer.
    In Greene County, the Republican party did not nominate candidates for local offices, so the Democratic nomination is tantamount to election, although these candidates will be officially confirmed as elected after the November 6, General Election.
    Veronica Morton-Jones was elected Circuit Clerk of Greene County by a vote of 1911 (60%) to 1290 for her opponent Debra D. Blackmon.
    Ronald Kent Smith was re-elected Coroner over Finest Gandy, Jr. by a vote of 1998 to 1186.
    In the race for Greene County Probate Judge, there will be a countywide Runoff Election on July 17, 2018, between the top two finishers, Jeremy Rancher with 1091 votes (32.76%) and Rolonda M. Wedgeworth with 813 votes (24.41%). Four other participants in the race: James Carter with 303, John Kennard with 306. Rashon Smith with 518 and Grace Belton Stanford with 299 votes were eliminated.

    Four of the incumbent County Commissioners were re-elected. In District 1, Lester ‘Bop” Brown defeated Union Mayor James Gaines, Jr. by 415 to 229 votes. In District 2, Tennyson Smith did not draw any opponents and will be re-elected after the November General Election.
    In District 3, Corey Cockrell was chosen over Elzora Fluker by a vote of 609 to 244. In District 4, Allen Turner, Jr. scored 491 votes to defeat John H. Vester with 178 votes.
    In District 5, there will be a runoff on July 17 between Marvin Childs 203 votes and Rashonda Summerville with 135 votes. Three other challengers including incumbent Michael Williams with 101, Marvin K. Walton with 77 and Grace Atkins Lavender with 54 votes.
    In the contest for State Democratic Executive Committee member for District 72 (Female), in Greene County Carrie B. McFadden had 433, Jerildine Melton 329 and Johnnie Mae Scott with 1052. Including results from Greene, Hale, Perry and Marengo counties, there will be a runoff between Carrie B. McFadden with 3378 and Johnnie Mae Scott 2676. Jerildine Melton finished with 2571, just five votes less than needed for second place.
    In the contest for State Democratic Executive Committee for District 72 (Male), in Greene County, Arthur Crawford had 659, James F. May 219 and John Zippert 1222. For the full four county district, there will be a runoff between Arthur Crawford 4216 and James F. May, 2725. John Zippert finished third with 2286 votes.
    In statewide races, Greene County set the trend for Walt Maddox and Joe Siegelman to win the Democratic nomination without a runoff. In Greene County, Maddox received 2779 (86.33%) of the votes. The other candidates: Sue Bell Cobb with 159, Christopher Countryman with 37, James C. Fields with 96, Doug ‘New Blue’ Smith 107 and Anthony White 41 votes, did not break 5% of the votes.
    In the State Attorney General’s race, Joe Siegelman received 2076 votes (71.81%) to 815 votes (28.19) for Chris Christie in Greene County. For Secretary of State, Heather Milan 1359 defeated Lula Albert with 970 votes in Greene County and also won statewide.
    In the Republican Primary in Greene County, there were only 249 votes cast or 6.83 of the total. In the Governor’s race, Kay Ivey led in Greene County with 184 votes (73.9%). She was followed by Tommy Battle with 30 votes, Scott Dawson with 26, Bill Hightower with 8 and Michael McAllister 1.

  • Greene County Commission holds April meeting

    The Greene County Commission held its regular April meeting on Monday, April 9, 2018 at the William M. Branch County Courthouse in Eutaw. The meeting was relatively routine and uneventful with not apparent controversies.
    Paula Byrd, the County’s Chief Financial Officer gave a financial report for the county. Her report showed a total of $5,199,690 in bank accounts as of March 31, 2018, including $2.945,469 in Citizens Trust Bank and $2,254,221 in Merchants and Farmers Bank. The county has another $ 1 million in bond funds in various accounts.

    Byrd reported that half of the fiscal year had passed since October 1, 2017 and most county agencies had spent 50% of their budgeted funds, which is generally in line with the forecasted expenses. Overall county agencies spent $1,650,745 (50%) of the $3,327,528 budgeted for this fiscal year.
    The Commission approved $667,743 in claims paid in March including payroll and bills for supplies. $55,579 in automatic payments for various services was also paid during the month.
    The Commission members and Sheriff Joe Nathan Benison and Chief Deputy Jeremy Rancher presented a certificate to Denise Armstead for completion of a course in operation and management of a jail from the State Department of Corrections. Ms. Armstead is employed at the Greene County Jail.
    In other business, the Greene County Commission, also approved:
    • a Sales Tax Holiday for Back to School items on July 20-22, 2108;
    • use of the Courthouse restrooms for the Greene County Health System Foundation for a health fair at the Courthouse Square on May 12, 2018 from 10:00 AM to 2:00 PM;
    • the County Engineer to hold a public hearing in regards to vacating County Road 128;
    • the County Engineer vacating of an un-named road leading to Johnson Hill Cemetery; and
    • travel for an Appraisal Department Employee for state training in Hoover, Alabama on April 9-13, 2018.
    The Commission went into an Executive Session to discuss legal strategy and the good name and character of a person. The Commission returned from the Executive Session and said there was no official business to decide whereupon the meeting was adjourned.
    In the public comments section, Iris Sermon, Director of 911 reported that the third week in April was National Radio Dispatchers Week and asked the Commissioners and the public to thank people who worked in these capacities for the county.
    At the Commission’s work session, Wednesday, April 4, 2018, several commissioners expressed interest in raising ad valorem millage to assist the Greene County Health Services (hospital) as well as millage for the county’s highway department. Commissioner Allen Turner expressed a strong position in support of generating millage funds restricted for roads, bridges and other infrastructure improvements. No further action was taken in this regard.

    On Monday, November 20, 2017, Greene County Sheriff Department distributed $367,155 in monthly bingo allocations from the five licensed gaming operations in the county. The recipients of the monthly distributions from bingo gaming designated by Sheriff Benison in his Bingo Rules and Regulations include the Greene County Commission, the Greene County Sheriff’s Department, the cities of Eutaw, Forkland, Union, Boligee, the Greene County Board of Education and the Greene County Hospital (Health System).
    This was the first distribution of electronic bingo funds since the Sheriff amended Section 4 of the rules to provide a payment of $25.00 per machine, per month, to the Greene County Health System. This generated a payment of $39,375 from four of the five electronic bingo establishments in Greene County. Greenetrack has not as yet paid its $25 dollar per machine assessment to the Greene County Health System.
    “We are pleased to receive this $39,375 towards provision of health care at our hospital, nursing home and physicians clinic in Greene County. This will help us to cover our financial deficits incurred to offer health care to those who cannot fully pay for their care because they are poor and cannot afford adequate insurance,’ said Rosemarie Edwards one the GCHS Board of Directors.
    The following assessments are for the month of October 2017.
    Greenetrack, Inc. gave a total of $60,000 to the following: Greene County Commission, $24,000; Greene County Sheriff’s Department, $9,000; City of Eutaw, $4,500; and the Towns of Forkland, Union and Boligee each, $3,000; Greene County Board of Education, $13,500.  Greenetrack did not include an amount for the Greene County Hospital.
    Green Charity (Center for Rural Family Development) gave a total of $67,500 to the following: Greene County Commission, $24,000; Greene County Sheriff’s Department, $9,000; City of Eutaw, $4,500; and the Towns of Forkland, Union and Boligee each, $3,000; Greene County Board of Education, $13,500, the Greene County Health System, $7,500.
    Frontier (Dream, Inc.) gave a total of $67,500 to the following: Greene County Commission, $24,000; Greene County Sheriff’s Department, $9,000; City of Eutaw, $4,500; and the Towns of Forkland, Union and Boligee each, $3,000; Greene County Board of Education, $13,500, Greene County Health System, $7,500.

  • Area law enforcement joint efforts result in apprehension of suspect

    On Monday, October 2, 2017, an escapee from Livingston, AL was apprehended by authorities at the I 20/59 South bound rest area in Eutaw, AL. After escaping, Brandon J. Harris, of Meridian, MS, stole a vehicle and fled into Greene County. A perimeter of the area was set up by Sheriff Jonathan Benison along with his deputies, assisting. The Alabama State Trooper’s helicopter from Montgomery, AL also joined in on the search for the escapee.
    According to authorities, the suspect attempted to sneak out of the woods and cross the interstate, but was quickly spotted by Greene County deputies, who fortunately apprehended Harris without any injuries. The suspect was taken into custody and returned back to Livingston Police Department located in Sumter County, AL.
    Sheriff Benison stated, “With professionalism and unified teamwork, we will continue to keep our county as well as surrounding counties safe.”

    On Wednesday, April 19, 2017, Greene County Sheriff Department distributed $337,922.19 in monthly bingo allocations from the five licensed gaming operations in the county. The fifth and newest licensed gaming operation, the Palace, is located in Knoxville, AL. The Palace is the only bingo operation with a contribution to the Greene County Hospital.
    The recipients of the monthly distributions from bingo gaming designated by Sheriff Jonathan Benison in his Bingo Rules and Regulations include the Greene County Commission, the Greene County Sheriff’s Department, the cities of Eutaw, Forkland, Union, Boligee, Greene County Board of Education and the Greene County Hospital. Assessments are for the month of March 2017.

    On Friday, March 17, 2017, Greene County Sheriff Department distributed $265.680.22 in monthly bingo allocations from the four licensed gaming operations in the county.

    Greenetrack, Inc. gave a total of $85,680.22 to the following: Greene County Commission, $34,272.09; Greene County Sheriff’s Department, $12,852.05; City of Eutaw, $6,426.00; Towns of Forkland, Union and Boligee each, $4,284.01; Greene County Board of Education, $19.278.05.

    Green Charity (Center for Rural Family Development) gave a total of $60,000 to the following: Greene County Commission, $24,090; Greene County Sheriff’s Department, $9,000; City of Eutaw, $4,500; and the Towns of Forkland, Union and Boligee each, $3,000; Greene County Board of Education, $13,500.
    Frontier (Dream, Inc.) gave a total of $60,000 to the following: Greene County Commission, $24,000; Greene County Sheriff’s Department, $9,000; City of Eutaw, $4,500; and the Towns of Forkland, Union and Boligee each, $3,000; Greene County Board of Education, $13,500.
