  • Greene County Commission holds routine meeting, still dealing with Water and Sewer Authority Board’s strike and request for $400 a month stipend

    This is a report on the Greene County Commission’s work session on February 5 and regular monthly meeting on February 10, 2025. The issue of payment of a $400 a month stipend to the board of the Greene County Water and Sewer Authority, although not on the agenda for either meeting, was a major issue of discussion.

    William Morgan, Chair of the Water and Sewer Authority, was present at both meetings pushing the proposal that the Greene County Commission allow the Water and Sewer Authority to pay its five members a $400 a month stipend, which would be an annual cost of $24,000.

    Commission Chair Garria Spencer pointed out that no other boards appointed by the Commission – Hospital, Industrial Development, PARA, Library and others – receive a monthly stipend. They serve on these boards as a public service. He also said the stipend proposal had been voted down in a previous meeting and could not be on the agenda unless three Commissioners approved placing it on the agenda.

    Morgan said, “Our Board has been doing its work. We have secured $14.2 million in grants from USDA Rural Development , ADECA and ADEM for the system. We have 1,451 paying customers. We are fiscally sound and can pay the stipend. We have been paid a small stipend ($500 a year for the chair and $250 for the members) which is in our bylaws since 1982.”

    When Commissioner Roshonda Summerville asked that the issue of the stipends and another issue of purchasing the Robert H. Young Community Center from the City of Eutaw for $200,000, be placed on the regular meeting agenda, Attorney Mark Pernell advised the Commission not to consider adding either item to the agenda.

    Parnell said since the Water and Sewer Authority payment was in its by-laws, they needed to change their by-laws before requesting a resolution for an increase in pay. A simple resolution approving the increase in pay from a nominal $1,500 a year to $24,000 a year, was not the proper way to do this. Parnell indicated that he had informed the Water and Sewer Board and their attorney Barrown Lankster of this procedure, when the issue first came up. Commissioner Turner asked that he inform them and their lawyer again.

    Parnell suggested to the Commission that they had not done the due diligence to make the purchase of the Robert H. Young Community Center from the City of Eutaw. You have not had an inspection or appraisal of the
    building. You need to do some more work before you commit the funds for this project. Commissioner Spencer said he thought that rather than buying the building, the Commission should partner with the City of Eutaw, to put the funds into improving the facility, as a joint partnership for a better facility.

    This led to a discussion of a special joint meeting of the Commission and the Eutaw City Council to partner on a plan to develop the Robert H. Young (former Carver School) Community Center. Commissioner Corey Cockrell, who had been discussing this project with Eutaw Council member Jonathan Woodruff agreed to work toward a joint meeting to discuss a joint plan for the needed facility.

    In its regular meeting on February 10, 2025, the Commission approved a ten percent match on a $500,000 CDBG grant for improvements to county facilities, recommended by the Highway Department. The Commission also approved purchase of a $56,073.79 Chevrolet Suburban for the Coroner. This van will need to be modified to meet the coroner’s request. The Commission said it would approve the modifications separately to be sure they met the coroner’s requirements.

    The Commission also approved a contract with Diversified Computer Service for the installation of trackers on four new tractors, at a cost of $100 for each tractor and $20 a month for maintenance and monitoring.

    In other business, the Greene County Commission:

    • Approved travel for the Board of Registrars to attend a training in Montgomery on February 20 – 22 , 2025.
    • Approved travel for the Assistant County Engineer for Bridge and Road training on March 4, 2025, in Clanton, Alabama.
    • Approved procedures for ABC Licensing and Compliance for the year 2025.
    • Accepted the resignation of Frank Smith from the PARA Board. Did not receive a second to accept the resignation of Andre Woods from the Water and Sewer Authority.

    The Commission heard and received a financial report from Macaroy ‘Underwood, CFO, which indicated the Commission spent $ 3,354,789.67 for claims, plus $115,453.64 in electronic payments for January 2025. Most department spending was within the budget of 67% per cent of funds remaining. The balance sheet showed $8,503,929 in Citizens Trust Bank of which $3,271,089 were unrestricted and $ 5,232,839 were restricted funds. Merchants and Farmers Bank had a total of $ 3,430,157 with $ 2,057,012 in restricted funds and $ 1,373,145 in unrestricted funds. The total in deposits is $11,934,087. There are also $1,898,291 in certificates as a reserve for bonds.

    considers financial matters

    In its regular monthly meeting on Monday, September 12, 2022, the Greene County Commission handled routine mostly financial matters. All commissioners except for Corey Cockrell (District 3) were present.

    The Commission received a financial report from Macaroy Underwood CFO, as of August 31, 2022, the eleventh month of the fiscal year showing $7,917,333 in Citizens Trust Bank, which included $2,761,333 in the General Fund; and $5,356,078 in Merchants and Farmers Bank, with $3,126,268 in the General Fund. There is also $1,106,649 in certificates of deposit securing bonds for the county.

    Underwood reported that the Commission spent $1,481,223 during the month of August for payrolls, accounts payable and other services, including $595,985 for trucks and equipment for the Highway Department funds came from the dissolution of a Bond Warrant Account, for bonds that were refinanced earlier this year.

    The Commission approved a resolution to close the Bank of New York Bond Warranty Account and put the $677.68 remaining in the account in the County’s General Fund.

    The County Commission approved a resolution for one bed allocation from the State Youth Service Long Term Detention Subsidy Program. They also approved: $40,589.64 for a contract with Software Maintenance for the Appraisal Section of the Revenue Department; renewal of the CIMS Contract; approval of a request from the Circuit Clerk for repairs to the Courtroom and computers; and travel for Commissioners to a meeting in Montgomery in December.

    The Commission acted on some vacancies on county related boards. They approved William Morgan for the three person Greene County Water Authority Board to fill the vacancy left by the death of Levi Morrow Jr. Commission Turner appointed Kurt Turner, who is his brother, to a seat on the Greene County Industrial Development Authority, replacing the late Rev. James Carter. Decisions on other Board positions that were vacant, including Hospital Board – District 2, Library Board – District 3, and E-911 Board – District 3, were tabled until a future meeting.
    The County Commissioners held an Executive Session to hear a report from the Greene County Industrial Development Authority on their efforts to attract industries and jobs to the county. The Executive Session was to allow the GCIDA to maintain confidentiality about potential projects.

    Ms. Kashaya Cockrell, representing School Board District 2, and Dr. Carol P. Zippert, representing District 1, were sworn into office at the Board of Education meeting held, Monday, November 28, 2016. Greene County District Judge Lillie Jones Osborne conducted the ceremony. Cockrell and Zippert were elected to six year terms each following the November 8, 2016 general election. Zippert served on the school board for the past two years completing the term vacated by Lester Brown when he was elected to the Greene County Commission in 2014, representing District 1.

    Superintendent James H. Carter, Sr. presented the board with a plaque affirming the accreditation of the Greene County School System by the AdvanceEd Accreditation Commission. Following an intensive examination of the school system’s total operations in April, 2016, the AdvanceEd External Review Team recommended Greene County Schools for accreditation.
    In other business the school board approved the following personnel items.
    Employment of Tweela Jordan as Part-time Teacher-Aide at Greene County Career Center; Ivory Robinson as Elementary Teacher at Robert Brown Middle School; Eddie Coats as Bus Driver for the system; Wennoa Peebles as Bus Driver for the system; Adding TreDemis Davis to the current Bus Driver Substitute List 2016-2017. November 14, 2016 approved as the last working day for Ms. Brenda Grant (Retirement was approved October 17, 2016).
    The board approved the following administrative services recommended by Superintendent Carter.
    * Acceptance of bids for a wrought iron fence, brick column, and gate for Greene County High School when funds are available.
    * Permission to research cost of building an athletic field house on Greene County High School campus (Rationale: To be able to utilize the practice field).
    * Agreement between Greene County Board of Education and Integra Realty Resources – Birmingham for Valuation and Consulting Services for the former Paramount Jr. High School and Carver Middle School properties.
    * Contract with West Central Official Association of Livingston, Alabama for basketball officials during the 2016 -2017 school term.
    * Contract with Criterion Consulting LLC for Formative Administrator Evaluation Support Services for 2016 – 2017 school year.
    * Permission for Dr. James Carter, Superintendent, to attend the National Superintendent Conference in New Orleans, LA on March 2 – 4, 2017.
    * Surplus old athletic uniforms for Paramount Jr. High and Carver Middle School or allow coaches to decide how to use them.
    * Request to install a security fence at football stadium at Robert Brown Middle School Stadium
    * Surplus and sale inventory at Paramount Jr. High and Carver Middle School.

    In his report, Dr. Carter noted the following:
    * Attended the World of Work Conference at Shelton State.
    * Participated in the Red Ribbon Week Activities.
    * Participated in the Breast Cancer Awareness Program.
    * Attended and Toured Mercedes Automobile Plant.
    * Performed structured interviews with Principals to enhance student achievement
    * Reviewed test data with staff. This should help us better plan our instructional goal of 5% increase on the ACT Aspire.
    * Ordered 40 jackets to help parents of students who were unable to pay for jackets at the time the uniform dress code for the 9th grade academy was established.
    * Participated in the homecoming parade and several school coronations
    * Attended and participated in the Induction Ceremony at Greene County High School Mu Alpha Theta honor society and Rho Beta history honor society
    Attended West Alabama Works – a Workforce Development Council meeting hosted by Mercedes Benz.
    Inquire about a partnership with city and county government to build or to organize a technology center.
    “In order for the Greene County School System to continue improving, teachers must develop measurable goals for all students. It is my opinion that this system needs refining, better data and better assessments instruments. We must get empowerment right starting with teachers, parents, school community and above all, the students. Our leadership must find a vision that yield positive results.
    “The leadership in our schools and classrooms must perform a self assessment and ask the tough question. Do I want a world class school and district or am I satisfied with the status quo.
    Robert Brown Dedication Ceremony held November 10. Brown was honored by the recently organized middle school being officially named in his honor, Dr. Carter stated.
