Commission commits $126,000 for new equipment; Chairman makes committee assignments

County personnel view demonstration model of excavator equipment approved by Commission.

The Greene County Commission met in a specially called meeting, Monday, November 26, 2018 to handle some business matters that were not dealt with at the re-organizational meeting the prior week. The commissioners approved a request by County Engineer, Willie Branch, to purchase a mini excavator with mulcher attachment at a cost of approximately $126,000. According to Mr. Branch, this will replace the county’s Boom Mower. Branch indicated that he expects the equipment to arrive by the first of the year. Commission Chairperson, Tennyson Smith, issued committee assignments for each commissioner: Commissioner Lester Brown will chair the Education Committee; Commissioner Corey Cockrell will chair the Highway/Solid Waste Committee; Commissioner Roshanda Summerville will chair the Personnel Committee; Commissioner Allen Turner, Jr. will chair the Industry and Public Health Committee; and Commissioner Smith will chair the Finance/Public Safety Committee. In other business the Commission acted on the following: * Approved letter of support for Greene County Industrial Authority. * Approved Proclamation for World Aids Day, Dec. 1, 2018 for the Greene County * Alumnae Chapter of Delta Sigma Theta Sorority, Incorporated. * Approved replacement of HVAC unit at Activity Center ( Extension offices). * Approved ABC License for Tobacco Permit for Dollar General store in Clinton, AL. * Approved Dec. 31, 2018 as an additional county holiday for this year. * Approved 2019 county holiday schedule. * Approved Ratification of Chairman’s actions regarding resolution for Alabama Workers’ Compensation Self Insurers Fund. * Approved following employee travel request: Licensing Clerk to attend Licensing Conference in Prattville, Jan.16-17, 2019; CFO to attend Annual Governmental & Accounting Forum, Dec. 6-7, 2018 in Hoover, AL; CFO to attend Continuing Education in Bessemer, Dec. 11-12, 2018; H.R. Personnel to attend Legislative Conference, Dec. 4-6, 2018 in Montgomery; Board of Registrars to attend Registrar’s Conference Nov. 16 in Montgomery. The meeting was officially adjourned.

Commission approves $85,000 for engineering work on County Road 69

In its monthly meeting held Monday, March 12, 2018, the Greene County Commission authorized preliminary engineering work to begin on the bridge on County Road 69 with an investment not to exceed $85,000. At the previous commission work session, county engineer Willie Branch informed the body that this particular bridge has to be inspected every month and warrants this engineering work to begin to replace the bridge. The school bus cannot travel this bridge as it is. The bridge is currently posted at 3 tons.
The commission also gave its approval for the county engineer to sell all surplus equipment and/or surplus supplies.
Opening advertisement for a part-time position in the Solid Waste Department was approved following the commission accepting an employee’s resignation from that position.
The commission acted on the following:
Approved having a public hearing on vacating a portion of Outland Road from the end of the pavement at the railroad to the North Gloria Street property line.Approved various staff travel requests for continuing professional development.
In her financial report, CFO Paula Bird gave the various bank balances as of Feb. 18 as follows: Citizen Trust Bank, $3,109,438.69; Merchants & Farmers Bank, $2,157,243.70; Bank of New York, $363,933.28; total CD investments, $802,978.18. She noted that the Coroner’s office was over the amount budgeted for transportation, noting that it is difficult to estimate what will be needed for a given year. Bird also stated that the Sheriff paid $3,272.95 to cover overtime for his personnel.

County Commission extends date for solid waste fee exemption

At its regular meeting held Monday, February 12, 2018, the Greene County Commission extended the date for residents to apply for exemption of payment for solid waste pick-up services. The application period is extended for one month through March 12 for eligible county residents. According to County Engineer, Willie Branch, to be considered for exemption, social security must be the only income in the household. Branch noted that the applicant must also have a zero balance regarding county solid waste services.
The commission approved the revised resource officers contract which assigns four officers to various schools in the county. The contract only allows for the officers to be retained when schools are in session with students. The resource officers are secured through the sheriff’s office but their compensation is provided by the Greene County Board of Education.
In other business, the commission approved the following:
* Levy of taxes for 2018.
* Levy of ABC license fees for 2018.
* E911’s request to name a new road off Plum Lane as Rattle Snake Bend.

* Allowing EMA to accept equipment for the state agency.
* Agreement between DHR and EMA to provide Mass Care Operation during times of natural disaster.
* Ratified travel of jail administrator and assistant regarding Trade Show in Biloxi, MS, Feb. 6-7.
Travel request for various conferences, workshops and training.
In the financial report, CFO Paula Bird stated the following bank balances as of January 18: Citizen Trust $3,173,791.41; Merchant & Farmers $2,068,452.09; Bank of New York $619,178.37; total CD investments $801,989.79.
Regarding budget amendments, Bird noted that Sheriff Benison has provided additional funds to the county for his department’s overtime.
The commission tabled two agenda items: consideration of a resolution renaming U.S. Highway 43 in honor of Thomas Gilmore; appointment to the Water Authority.

 

Greene County Commission acts on County Engineer’s requests

At a routine meeting the Greene County Commission approved requests coming from Willie Branch, County Engineer, for sale of surplus property and vehicles as well as improvements to the William M. Branch Courthouse and Eutaw Activity Center.
The Greene County Commission approved the following requests from the County Engineer:
• declare equipment and materials, a pile of scrap metal, as surplus and eligible for sale;
• declare surplus and sell three dump trucks and one low-boy, for a guarantee of $526,000;
• purchase three dump trucks at $131,644 each and one low-boy for $114,989, to replace the ones sold. This arrangement allows the county to have new equipment for a small annual lease payment;
• approve placement of a sign by the Extension Service on the Eutaw Activity Center building;
• approve agreement with KDM to install 5 thermostats for the cost of $10,000 in the Courthouse and an annual contract of $4,600 to maintain the HVAC service in the Courthouse;
• approved agreement with ADS Security for the Eutaw Activity Center, at an installation cost of $1,098 and $49.95 a month for three years for the system; and
• approve travel for Highway Department Office Manager for training on June22-24, at Orange Beach, Alabama.
Paula Byrd, Chief Financial Officer gave the Commission a detailed financial report through the end of March, which is the six month period of the fiscal year which bean October 1, 2016. The report showed bank balances of $ 2,786,484 in Citizen Trust Bank and $2,172.444 in Merchants and Farmers Bank for a total of $4,958,929.
Another $684,146 in bond sinking funds are in the Bank of New York.
Ms. Byrd also reported on payment of bills and claims of $686,540 for February and that the total of expenses from all accounts were running at 44% of budget, which is below the 50% goal at the middle of the fiscal year.

The Commission also approved transfer of 1.96 acres, in the Eutaw Industrial Park area, to the Greene County Industrial Development Authority. The Authority plans to enter into agreements to make the land available to WestRock to expand their manufacturing facility and create new jobs.The Commission did not approve a request from the City of Eutaw to move a power pole from one corner to across the street.
The Greene County Commission approved the appointment of Jasmine Smith to the Greene County Hospital Board and Mattie Strode to the Greene County DHR Board. Both appointments were from District 2.
In the work session, preceding the regular meeting, the Commission heard from Marilyn Gibson, Chief Librarian, who asked the Commission to reconsider an appointment to the Library Board. She argued that the person that was replaced was very experienced and helpful in writing proposals to secure funds for the library. The Commissioners said they could not change an appointment but that the Library Board could give special status as an emeritas member, without a vote, to anyone they thought could assist and support them to make the library better for Greene County.
